End-User License Agreement message Problem

I have installed Microsoft Office Basic Edition 2003 (and Service Pack 3) on
a new computer with Windows Vista operation system (updated from the MS
auto-update). This is the first major program on the system after the OS
installation. The 3 office programs seem to work OK. Except that each time I
start up Word, Excel, or Outlook, the End-User License Agreement opens
requesting “Accept or Declineâ€. Each program has been activated and reports
already activated when I try to re-activate. This Office 2003 is a new
purchase and has only been installed and registered on this machine. I am the
system administrator.

I have several other WinXP computers with Office 2003 that do not have this
problem behavior. I don’t think any have been updated with Service Pack 3.
So, is this behavior because of Vista or Service Pack 3? I am wondering if I
should hold off on the Service Pack 3 updates?

I have tried the suggestion: “If you have Windows Vista, then right-click on
the Word or Excel shortcut, choose to run the Office program as
Administrator, accept the EULA, close the Office program, and then start the
Office program normally.†Unfortunately there is no “run the Office program
as Administrator†choice. There is only an “Open†choice for running the
program.

I have tried the resolution (temporarily changing the register) suggested by
article ID 884202. This didn’t fix the problem, but the register key was not
exactly as given in the article (For MS Office 2003,
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\11.0).
Instead it was (HKEY_LOCAL_MACHINE\Software\Microsoft\Office\Outlook\Addins
\Search.OutlookToolbar).
I changing the permission on both the Office and Outlook subkeys, but this
didn’t fix the problem.

One of the posted comments seems to suggest that this behavior is what
Microsoft intended. I would be interested to hear from someone at Microsoft,

I would appreciate any help or suggestions to stop this behavior.

Since Vista doesn't seem to have the option to run a program as
Administrator, I'd suggest that you log onto your PC using a userid
that has Administrator rights. Then open an Office application and
accept the EULA. This should solve your issue.

I have just found that by going to Program Files (x86)\Microsoft
Office\OFFICE11\ and right clicking on EXCEL.EXE you do get the option "Run
as Administrater". This works and the problem is fixed.
