end user license agreement problem

I recently bought Publisher 2003 and installed it on my home computer.Now when I try to access MS Works Suite that was loaded on my computer when I bought it I get a message stating...cannot display the end user license agreement which must be displayed and accepted before you can use the application. Before you can display the agreement you must reinstall the application... I went to the control panel and reinstalled works suite from disk 1 but I still get the same message.
Problem #2 when something goes wrong in XP home I get a window that asks if I want to report it and like the good guy I am I do. When I want to read the additional explanation after reporting it I get an error message that says there is no program associated with the file. What program should I use and how do I associate it?
