End User License Agreement

How can I have maxed out my license agreement when I haven't yet activated all the possibe programs on th disc? I just went to use Publisher on my Small Business Office an couldn't. It said I'd used up all my applications when just using Outlook, Word, Excell, Power Point. Doesn't the program allow all to be used?

Are you installing all the applications on a single PC? Or are you
installing, for example, Word on one PC, Excel on another, Outlook on
a third, and so forth? All the applications in Office SBE can only be
installed on a single PC.
