ending a task early?

Say I set a baseline for my software development project. As people
use the timesheet, I can measure revisions to the ETC when estimated
durations in the baseline fall short of actuals.

How do I recognize when a task finishes early, resulting in a downward
revision to the ETC? Can I mark a task as complete (without altering
the actual work value) and lock down my users from recording time to
the task?

I have a baseline saved. What I want to trigger off is when a task set
for, say, 4 days, is complete even after only 16 hours have been
recorded to it. Then I can make an adjustment to my ETC. However, how
do I know in the PDS XML data that the task is completed, rather than
incomplete?

When a task is completed early, "Remaining Work" should be set to zero (by
the resource in PWA, or the Project Manager in the project plan), which will
mark the task as complete.
