In English, all questions *do* end in "?". They also begin with a word
that signals what information is wanted, like "how" or "where" or "who" or
"why". The posting did none of that.
So far as I know, the answer to "where" is: You don't. If you have an
English version of Office, the English dictionary is included. If yor
version is not an English version, you buy an English version or a
third-party product, or you do without.
