Enter actuals on future assignments with timesheets

It seems that actuals can only be imported on tasks, when hours were planned
for this task. Is this correct ?

I have a timesheet 12/12/08 - 29/12/08, a see a couple of projects with
tasks where I can enter actuals for (no planned). I submit, no problem so far.

i then go to my tasks to import timesheets and select correct timesheet
12/12/08 - 29/12/08, but i only see the actuals on project - tasks for which
I had planned.
The actuals entered in the timesheet do not appear ? Because they hd no
planned values filled in.

Is this the default with MS Project server, are there workarounds,
configurations, that would allow me to enter and import actuals on projects
