Enter Network Password problem (yeah, me too)

OK, this is ridiculous. As with a large number of other people, I have
recently run into the problem of the popup box asking for me to enter my user
name & password each time I send/receive email. I do not have any Yahoo
toolbars or email accounts entered, I am using McAfee Internet Security, I
have MS Office 2003 and Windows XP Pro installed, both new installations.
Just this week I put in a new hard drive, did a clean install of everything,
and have not imported any old files or email settings. I have only one
account which is a POP account. I tried the fix mentioned by MS about
editing the registry, with absolutely no success.
Why is this issue unable to be resolved? I have been using Office for years
now, and have been able to find successful options for any other problems
which I have had aside from this one.
If there are so many entries on this newsgroup looking for a solution to
this problem, and I'm sure there are many, many more having the problem who
are casual computer users and do not even know to check the forums for
answers, then why can this problem not be resolved?
Does ANYONE have a workable solution for this? I have everything that has
been posted in this and other forums relating to Outlook.
Hopefully someone can help.
