i do i enter a work resource that does not have an hourly cost? for example a
subcontractor that charges $2.00/ ft

Assuming the per foot charge is the total charge by that subcontractor,
(i.e. no setup or other associated charges), then it is a material
resource not a work resource. Set the resource type as material and
enter "ft" in the Material Label and $2.00 in the Std. Rate fields on
the Resource Sheet. Then when you assign that resource to a task, assign
it as "x" number of lineal feet. For example if the rate is $50/ft and
you install (i.e. assign) 20 feet, the Cost field will show $1000.
