How can I get the labor rates in the EPM pool to appear with two decimal
places? I can enter them using two places but they are not appearing in the
table with two places.

Do the following:

1. Launch Microsoft Project Professional and log into Project Server
2. Open the Enterprise Resource Pool
3. Click Tools - Options - View
4. In the Currency Options section, set the Decimal Digits value to 2
5. Click OK

Hope this helps.

If this is left to zero it is for display only, right? It will do
calculations based on the decimals you input, right?

Is this machine specific? What does changing the 2 decimals at the global
template level do? Does the template trump the setting at the desktop level?
Is this project specific?

The setting is specific for each project. In the Enterprise Global file,
you can specify the currency Symbol used in every project, but you cannot
specify the Decimal Digits number. Therefore, each PM must set the Decimal
Digits number in every project and you should also make sure it is set
correctly in each one of your enterprise project templates as well. Hope
this helps.
