Version: v.X
Operating System: Mac OS X 10.4 (Tiger)
Processor: Power PC

All of a sudden when I reopend a WS and entered a 4 digit number under the general format it became a 3 place decimal 8888 became 8.888.
I tried changing format to number, tried preference settings nothing could change it back to the former WS. Any ideas I even reloaded Excel

Your problem is a simple Preference setting: Excel> Preferences> Edit, clear
the check on "Display this number of decimal places".

BTW - Reinstalling on Macs is never the appropriate troubleshooting step.
Issues are rarely ever caused by the program files themselves unless it does
happen to be a bug - in which case reinstalling reinstalls the bug too. If
there are file-related problems it involves files that don't get touched by
installation. Since it also sets the version level back to the initial
release it also makes it necessary to reapply any updates.
