XL - Entering times

In a timesheet time will be entered in hours and quarter hours and summed at
the end of the day or week. For those filling in the sheet means of entry
must be as simple as possible and it would be preferable not to have to type
a colon as in h:mm and hh:mm.

Any way of entering time as hmm and hhmm as in 245 and 1415 (first choice)
or h.mm and hh.mm as in 2.75 and 12.25 (second choice) and the cell showing
2:45 or 14:15?

A tall order?
