Entering work weekly on timesheets

We are using Project Server 2003 with non managed time periods. The default
for time entry is weekly, we are using the timesheet view, however when some
resources (not all) go to enter actuals and remaining work, they get this
message "You have no scheduled work this week. To override click View Options
and enter daily." Does anyone know why this would be happening? Obviously
we don't want them overriding the default but they are doing this now as a
workaround while the source of the issue is investigated.
