Enterprise Custom Fields in Templates in MSP 2003

We are creating project plans using a PDS call through MS project
webservices. We are passing the name of the project plan, the start date, and
the template name to be used to generate the project plan.

The enterprise task custom field values that we set in the template are not
being populated after the project has been created via the PDS call.

If I select the template via 'New, On My Computer, Enterprise Template' the
enterprise task custom field values are populated.

Any idea what is causing the values not to be populated via the PDS creation
of the plan?
