Enterprise Custom Outline Codes - is a look up table required

Is there a way to create an Enterprise Custom Outline Codes (Project Outline
code) without a look up table? When entering data in my custom outline code
that does not have a look up table, I get the error "Since this is an
Enterprise custom outline code, all values must be predefined in the code
lookup table".

I want to be able to use the group by pick (professional) - so i want these
fields to be outline codes not custom fields.

Any suggestions?

You must define a code mask and lookup table in a custom enterprise outline
code field. Hope this helps.
