Enterprise Features Enabled on Project 03

My goal to import projects from Project 03 to Project Server 03. Some key
Enterprise features are not enabled, such as Enterprise "Import Project to
Enterprise". This and other Enterprise features are not enabled now.

I have the enterprise professional version of the software versus the retail
version so this should not be an issue.

What can I do to enable?
