Enterprise Global Template

Using Project Server + Project Pro 2003,

We currently have 21 projects. Some of them are formatted differently in
Project Pro 2003, for example some might have the % Work Complete column
showing while others do not.

How can I make it so that they all have the exact same formatting, columns,
etc. when I open them in Project Pro? And in PWA??

Is this the Enterprise Global Template? It's difficult to see how this
works.
