Enterprise Options - For Resources Greyed Out - Disabled

Experiencing problem with MS Project Professional client.
Behavior.
I. User cannot select the following resource options in the MS Project
Professional client.
a. Open Enterprise Global
b. Open Enterprise Resources Pool
c. Import Project to Enterprise
d. Import Resources to Enterprise
e. Backup Enterprise Global
II. User does not have admin rights to the workstation.
III. User has admin priviledges on the MS Project Server Account.
IV. User authenticates via AD.
V. User account in MS Project Professional is configured to specifications.
What are we missing in reference to getting the MS Project Professional
client configured to access and manage the global resources listing. Your
help is greatly appreciated. Thanking you in advance!

In the future, please post your Project Server questions to the
microsoft.public.project.server newsgroup, as this newsgroup is devoted to
the Microsoft Project desktop application only. To answer your question,
you must create a Project Server login account in Microsoft Project
Professional, and use this account to log into Project Server. Refer to the
following FAQ's for the directions:
