enterprise project options are disabled in Project2003

Although I am an administrator, the enterprise project options are disabled
in Project2003.
How can I build the enterprise template?

Hisham --

It sounds you are not logged into Project Server after you launch Microsoft
Project Professional. Therefore, you need to create a user login account by
completing the following steps:

1. Launch Microsoft Project Professional
2. Click Tools - Enterprise Options - Microsoft Office Project Server
Accounts
3. In the dialog, click the Add button
4. Enter a Name for this login account and enter your Project Server URL
5. Click the Test Connection button to verify a valid connection
6. Select the "Set as default account" option and click OK
7. Select the "Manually control connection state" option and click OK
8. Close and relaunch Microsoft Project Professional
9. Click the Connect button

You should not be able to use enterprise options in Microsoft Project
Professional. Hope this helps.
