Enterprise Project resources

Is there a way to only allow enterprise resources to be added to projects
published on the project server? I have so many project managers that will
not use the "Add Resource" button and not all of the resources they type in
are correctly named for the enterprise users in enterprise resources pool.
How can I make them select the correct enterprise resource before publishing?

Please help.

Training, training, training. Sorry but there is no other good answer to your question.

Earl is absolutely right. You must make this a training and performance
issue with your project managers. If you do not have the "clout" to make
this happen, then enlist the aid of a senior manager who has authority over
the project managers in question. You need to teach your project managers
the power of using Tools - Build Team from Enterprise (for example, they can
discover resource availability in this dialog), then teach them how to use
it properly, and then hold them accountable for using this tool to build
resource teams for their projects.

Typing resource names in the Resource Sheet view creates local resources,
not enterprise resources. This is the most common source of Spooler errors
when publishing a project. If your organization does not allow the use of
local resources, then no one should do so. Hope this helps.
