In your problem description, I don't understand what is the difference
between "enterprise projects" and "department projects". In Project Server,
an enterprise project is any project stored in the Project Server database.
Therefore, in theory, all of your projects should be enterprise projects.
Or do you simply mean that you have "corporate" projects than span across
all departments and "department" projects that are worked only within a
single department.
Assuming you mean the latter, you will need to create a combination of
Categories and Groups to control access to who can see what projects.
Remember, in the Project Server environment, Categories control what you can
see and Groups control what you can do. Before you do so, I would recommend
that you download and study the Project Server 2003 Administrator's Guide,
which is available for free from Microsoft at the following link:

Studying this document will give you more information about how to create
Categories and Groups. Hope this helps.

Here is what I am trying to do, I want my senior management group to be
able to view only enterprise projects and have all of the functional
managers be able to view their own department projects, but not other
department projects in conjunction with being able to view all enterprise
projects. I know it is possible, but I am under how to go about getting
this done. We are using PWA, Project Profeesional, & 2003 project server.
