Enterprise Resource Skills

Hello

All our users are entered in Active Directory and then the Enterprise
Resource pool. We have a Resource Enterprise Outline code set up for
multi-value skills eg.
Development
Visual Basic
Beginner
Intermediate
Advanced.

We have the skills information for approx 700 users (however only 150
are currently in Active Directory) in an access database at the moment.
Are we able to import this information into the matching Ent outline
code in project server? If so, can you please tell me how I go about
doing this?

The other question I have regarding this, are we able to have resources
in the Enterprise Global Resource Pool without having them registered
in the Active Directory?
