What is the difference between enterprise resource and a non enterprise
resource in MS project? Can I apply all the functionality like cost estimate
and scheduling on local resource?

If I create a resource in the MSP_Recources, how can I make it enterprise?

An enterprise resource has an account in Project Server, otherwise as far as
an individual project is concerned they are the same. Add new enterprise
resources via the Enterprise resource pool or the PDS programming interface
(I think it supports adding resources).
