Enterprise task Outline code

I am aware that project server allows customization of enterprise task
outline code 1 thru 30, is it possible to create enterprise summary outline
task codes which need to exist in all project files (mandatory fields) so we
can look for project consistency throughout the organization?(the number of
subtasks shud be flexible)
i do not care much about the sub tasks under each of these summary task to
be in the project contents.
help will be appreciated.

You would need to use a custom enterprise Task outline code for this
purpose. There is no such thing as a custom enterprise Summary Task outline
code. Hope this helps.

if project 1 has 100 tasks and number 5,10,20,40,80 are mandatory enterprise
summary (actually, enterprise custom task outline code) tasks and
project 2 has 50 tasks and number 8,12,25,29,45 are mandatory enterprise
summary (similar to project 1's mandatory summary tasks) tasks,
my question is there a way to look at just the summary task totals
(duration/work complete/other enterprise custom fields) of both project 1 and
project 2 in one view?

Why don't you use a custom enterprise task Flag field for this purpose?
Name it something like Required and then set values for tasks and summary
tasks as needed. You could also create a master project consisting of the
relevant projects, set the outline level to display only summary tasks, and
then gather your summary task totals from there. Hope this helps.
