Enterprise text field restrictions

I have set up an enterprise text field that restricts entry to a given value
list. I would like to change that so a user can add their own value with the
option to add to the list. Projeot allowing me to choose the other radio
button? Is there a setting that I am missing to do this?

You are not missing anything. Project Server simply does not allow project
managers to append the value list. Hope this helps.
