Enterprise View Template: split window?

When creating a new Enterprise View (View=how data is displayed) Template in
Project Server 2007 Web Access, can I make it so it automatially opens with a
split window (with a Gantt chart on top and resources displayed on the
bottom?)?

Or can you confirm for me that the only way to use a split window (Select
"Window" from toolbar -> select "split is for each user to manually add it
themselves every time they open a stand alone version of Project Office 2007
or off Office Project Server Web Access?
