Entgourage not synchronising with Hotmail account

Operating System: Mac OS X 10.4 (Tiger)

I have set up my Entourage system to synchronise with my hotmail account and it has been working fine but in the last 2 months it takes minutes, sometimes hours to upload my hotmail emails onto Entourage. Down the bottom right it says it is 'connecting to hotmail.com' and it just thinks for ages and then sometimes it uploads emails and sometimes it doesn't. Also, when I send emails it comes up with the following message..
'The message cannot be sent. It probably has attachments that are too large to send by e-mail.

Account name: "hotmail"

Error: -18489
