Why shouldn't it?
What usually works for me to create a crows foot diagram from scratch:
1) File-->New-->Database-->Database Model Diagram.
2) Database-->Options-->Document-->Relationship Tab
3) Click the Crow's Foot button
4) Click OK
5) Add entities to the diagram
6) Drag connectors between tables (Visio will add the foreign keys based
on the primary keys)
