Hi Eric!
This sounds like a problem with your Mac OS X system rather than
Entourage.
Entourage will store your user's account settings within its database.
This is automatic and, as far as I know, not something the user can
prevent from happening short of deleting the account settings manually
himself.
If Entourage is not writing these settings to the database then I would
further assume that the mail messages are not being stored either and
are being downloaded each time the user connects.
Troubleshoot by verifying how many identities your user has after
rebooting but before launching Entourage. Look for them in this path
~/Documents/Microsoft User Data/Office 2004 Identities. Each folder will
represent an identity. Several of these may mean that Entourage is
creating a new identity each time it's launching.
I suggest running a disk repair utility. If your Mac came with a CD/DVD
that can boot the system then do so and run the Disk Utility (found
under one of the menus before you try to install the OS) to repair the
disk. Or you may want to try DiskWarrior, which is a great disk repair
utility.
