Entourage can not find server error message 3176

Operating System: Mac OS X 10.4 (Tiger)
Email Client: pop

Entourage suddenly malfunctioned - could not retrieve emails for 2 days then with no changes it just as suddenly started to work again only to disappoint a few days later. During tall of this all other functions including sending were working well. No change to computer software/updates since problem started. Today I deleted the old account and established a new one. I can still send emails although when I try to retrieve them error message 3176 now appears. Again all other functions including sending are working well. Does anyone have any clues?

When your connections work, stop working and work again, then that's not
Entourage. Either you have a problem with your network connection to
your server or your mail server itself is having problems. Trying to fix
Entourage will probably be useless.

If you're using a laptop then go to a local coffee shop or wireless hot
spot. Does the problem still occur there? If not, then you need to check
your connection at home. If the problem still occurs then check with
your E-mail service provider to see if they are having server problems.
