Entourage can receive but not send e-mails?

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel
Email Client: pop

I can read all the messages from my lineone account in Entourage, but if I try to reply to an e-mail I get a message roughly like "Sorry, but your non-local IP address is not allowed to send e-mail via me"

Can I change this?

Use the SMTP server provided by the ISP you are using to connect to the
Internet, rather than the one belonging to your email provider.
