Microsoft is being as stupid as Jolly Roger is rude.

Outlook by default sends attachments that no other email program can
read. This setting can be changed in Outlook, but has to be done on
the sending end.

Microsoft needs to both change the default in Outlook AND make their
other email programs capable of reading the winmail.dat format instead
of causing their customers grief.

Mickey has the rest of the answer.

Outlook 2003 and Outlook 2007 no longer use 'rich text' as the default
format. You can, however, set individual contacts in any outlook version
to use RFT on an individual basis - no need to set the format system wide.
