Entourage sending email problems

Operating System: Mac OS X 10.5 (Leopard)
Processor: Power PC
Email Client: pop

I have just upgrade from very old Office for Mac to Office for Mac 2008. I have reset my Entourage account (POP3 incoming, SMTP outgoing) as per previously set. I can receive emails but not send. I keep getting a -17099 " Relay not permitted" message. My ISP doesn't understand what the problem is, - does anyone out there ??

There is something wrong with your SMTP server settings. Either you are
using the wrong server, or you are not using authentication and should be,
or you should be using an alternate port. Talk to your provider about what
settings you should be using.
