Envelope notification shows up and there aren't any new messages

I see the little icon, and when i look for new mail, there isn't any, in any
of my folders. I've figured out that when I right-click on my deleted items
folder and choose "mark all as read", it disappears. This just bugs the heck
out of me, because I have scrolled through my deleted items to find "unread"
items, and there never are any! So why does the icon show up if there are no
new messages?

What version of Outlook? Do you have an anti-virus or -spam add-in configured
to scan your incoming mail?

Or rules that could be moving or deleting mail.

Version 2003 SP3. Yes, I have rules that move emails into other folders and
mark as read. However, I do not have any rules that move items to my
"deleted items" folder. I do have protection software up the wazoo since I
work in a medical facility.

It's probably the mark as read rule- it won't remove the message icon.
