EPM Project Plan Template Publish Issue

I'm trying to save and publish a template and the publish is grayed out.
Also we are noticing that the template that we originally published is
hanging when someone tries to open/new from computer the template.

Please advise.

You need to have administrator role enable for your project server account
when saving the template.

You don't have to publish a file that you're saving to Project Server as a
template. The hanging problem would likely indicate that the template has
structural or other data problems.
