ERR box locked

I cannot receive email messages in 1 of 3 email addresses in MS Outlook.
The error message says the ERR box is locked. How do I correct the
problem?
I send out messages from this address but cannot receive in MS Outlook.

Is this an account from your ISP? If yes, see if you have reached the limit
on the mailbox storage. Check their webmail if they have that option.
