Erratic Publishing & 'Synchronize'

Using FP2003 when I delete some files on my local PC and then hit
Publish, sometimes the system asks whether I want to remove the deleted
files from the remote (server) and at other times it does not ask and
the deleted file remains on the server.

Can someone explain the reason for this varied behavior?

Also what is the exact purpose / use of the |Synchronize| option under
Publishing files?

If it is asking to remove files your destination has a file that your open web doesn't have

Avoid Synchronize unless you want both webs to be the same (no matter what the differences are - even if the changes are not the
latest)
