errmsg. RPC required by outlook is not cinfigured properly

i am receiving an error message when trying to set up an exchange server
email account. the exact error message is as follows:

a system component, RPC, required by Outlook to connect tot he email server
is not configured properly. for more information, contact your system admin.


i am using Office 2003 sp1

i have currently tried pinging the exchange server by both ip address and
dns name. also i have tried to reinstall office, and do a repair on it.
every time i try to open outlook i receive this error messgae allong with the
following one:

the connection to the microsoft exchange server is unavailable. outlook
must be online or connected to complete this action.

also last part (sorry i know this is getting long, but i am trying to be
exact)

when trying to add a name to the mailbox for example: joesmith, when you
click on the check name button i receive this error message:

the name could bot be resolved. the connection to the microsoft exchange
server is unavailable. outlook must be online or connected to complet this
action.

any help or suggestions would be greatly apprcaited.
