Error "0x800CCC79" POP3 a/c CANT send?

Windows XP Media Cntr Edition.
Service Pack 2.
Outlook 6.

Setup my POP3 account to run in outlook. Receives all mail ok. Cannot send
messages to any domains outside my own e-mail domain (vodafone.ie). Followed
online help instruction for error number and selected "My server requires
authentication", but still doesn't send messages.

I know it works somehow because it worked on my old computer which I dont
have anymore.

Someone please help....

ERROR TEXT: "The message could not be sent because one of the recipients was
rejected by the server. The rejected e-mail address was
'(e-mail address removed)'. Subject 'Contra-Rotating Propellers', Account:
'pop.vodafone.ie', Server: 'mail.vodafone.ie', Protocol: SMTP, Server
Response: '451 http://www.spamhaus.org/query/bl?ip=213.94.177.240', Port: 25,
Secure(SSL): No, Server Error: 451, Error Number: 0x800CCC79"

Clearly this indicates that the address block from which you are sending,
213-94-177-240.b-ras1.lmk.limerick.eircom.net, is in the Composite Blocking
List that your recipient's mail server is using to filter his incoming mail.
Your IP range is a source of spam, so his server will not accept a
connection from your server.

How do I fix this? Im not sending spam. Im trying to buy a model engine for
my r/c airplane.

You'll have to have your ISP deal with it.
