Error 1321

Ok, I am running Windows XP Service Pack 2. When I try to select an office
product, I get the following message. "Microsoft outlook(or word or excel)
has not been installed for the current user. Please run setup to install the
application." I'm the only user on the machine and I have admin rights.

I attempted to reload my office 2003 basic cd and I get the following
message. "Error1321. Setup cannot modify the file c:\program files\microsoft
office\office11\msoutlo.pip Verify that the file exist in your system and
that you have sufficient permissions to update it.

I've also tried a system restore and it didn't fix the problem.

Yes, I get the same Error 1321 message. I think that somehow this is linked
to the Service Manager but I can't figure out how.
