Error 1324 & now bootstrapper problems

Fresh WinXP install. On attempting to load Office XP I
received an Error 1324. Found KB article 292582 and
searched for "ReportML2"AP.xsl" in regedit, but did not
find. Deleted and created another user account (admin).
Now receiving "Microsoft Office Setup Bootstrapper has
encountered a Problem."

Any suggestions?
