Error 1328 Installing Office 2K SP3

While trying to install SP3, receive error 1328, "..error
trying to apply patch to
c:\config.msi\pte1c02.tmp ...contact patch vendor...".

I do not have a config.msi file on my machine, that I can
find? I assume MS is the patch vendor, how is one to
respond to this message?
