Error 1402 when opening Mircrosoft Outlook

Everytime I open Microsoft Outlook it tries to start a download of a Office
2007 Hybird but it never completes the install because of an error 1402 -
"cannot access the registry and permission..."
Is there any help for this because it has basically shut down my emailing
capabilities.
