error 1406 and 2349 reinstalling Office 2000

I had to reinstall Office trying to get rid of a glitch in Outlook that sent
my msgs 19 times. When I installed the first disc it gave me an error 1406
which I ignored. When I installed the 2nd disc it gave me an error of 2349
and wouldn't install.

Often the error 1406 means that the installation cannot write to a registry
key, which means you may not be logged in as an administrator on the machine
(someone with full permissions).
