Error 1603 in Office 2003 SP3 update

I have a customer pc with Vista Sp2 and Office 2003 Sp2
Since she is experiencing problems with Outlook (it hangs quite often) I
suggested to update to Office 2003 Sp3
The update is shown in the recommended windows updates, but it fails with
code 1603

There are several pages on the web but all the tips I tried didn't work
(download the full package and run as administrator, remove user control,
etc)

any OTHER tip?
