error 1603 in Visio 2007 and Project 2007 installs

I am getting error 1603 when attempting to install Visio 2007 and Project
2007 on my XP, SP2 IBM thinkpad X40. The setupexe.log file has the following
entry just prior to "rolling back chain":

Error: Failed to configure: {90120000-006E-0409-0000-0000000FF1CE}
ErrorCode: 1603(0x643).

The installs are from the TechNet download area. I did remove Project 2003
prior to attempting to install Project 2007.

By the way, you can check the following steps to see if you can install them properly.

#1: Install the latest version of Windows Installer

Download and install the latest version of the Windows Installer (Instmsiw.exe) from the following link.
http://www.microsoft.com/downloads/...FC-5F56-4A38-B838-DE776FD4138C&displaylang=en

#2 Come into Windows Clean Boot Mode (Windows XP) and try to install Office 2007 again.

It will disable all third party software from loading at startup so that we can narrow down if the issue is related to the third party
software.

1. Click Start menu-> Run, type "msconfig" (without the quotation marks) in the Open box and press Enter.
2. On the General tab, choose Selective Startup; click to clear the "Process System.ini File", "Process WIn.ini File", "Load System
Services" and "Load Startup Items" check boxes. You cannot clear the "Use Original Boot.ini" radio button.
Note: You can click the Normal Startup radio button to return to the normal Windows Startup after the test.

3. Click the "Services" tab. Check "Hide all microsoft services", click disable all. If the "disable all" is not available, please just skip it.
4. Click the "Startup" tab, click "disable all". If the "disable all" is not available, please just skip it.

5. Click OK.
6. Restart the computer.

Try to install Visio 2007. Hope it is helpful!

Thank you for your response, I actually tried to look for more relevant
newsgroups, but must have missed them.

You helped me last time I had a problem - installing office 2007 - and your
recommendation for the clean boot environment helped. I have tried it -
actually tried a new installer as well - for this and it did not work. I have
now created a technical incident since it went past my comfort zone.
