Error 1606 Office 2007 Ultm

Ok After installing everything it wouldn't let me install service pack 1
well i thought i unistall it i did that alright. went to install it
again i get Error 1606. Could not access network location :. What
the heck???
I even killed everything it has to do with office in
the reg and del dirs what am i doing wrong to get it install right
AND Don't Tell Me To Reinstall Windows Because I Just Got Everything
Back Installed

oh by the way im a IT Tech so i know more than
some newbie
