Error 1635 - Office 2003 repair or uninstall

Whenever I try to repair, re-install or even uninstall my Office 2003
installation on Win2k, I get the following patch error and then the
procedure aborts.

ERROR_PATCH_PACKAGE_
OPEN_FAILED 1635 This patch package could not be opened.
Verify that the patch package exists and
that you can access it, or contact the
application vendor to verify that this is
a valid Windows Installer patch package.

I can only find this error relating to Office 2000 or XP on the MS
knowledgebase. None of the suggestion work arounds work here. Can anyone
help.

Thanks Jason it only needed the Clean up utility. After a re-boot I could
not run a repair because it said that Office was not installed. I could
however run an install. After that, Office is fine and all the original
settings, E-mail accounts etc. are still there and correct.
