Error 1706. No valid source could be found for product Microsoft Office 2000

We loaded Office 2000 Pro SR1 Full Load of Disk 1 & 2.

Whenever you try to launch a .mdb file, the installer
loads. The error
message is:

Error 1706. No valid source could be found for product
Microsoft Office 2000
SR-1 Disc 2. Windows installer cannot continue. If you
click OK, it loads
and comes back to the error message again. After doing
this 3 times, the
message closes and it opens the file.

Is there a way to fix this so the customer does not have
to insert Disk 2, when opening .MDB files?
