Error 1706 when starting Office 2000 app after SP2 upgrade

On a new workstation, running Win2K Pro, I installed
Office 2000 premium, then upgraded to SR-1, then upgraded
to SP2 from SP2 CD.

When logged on as administrator, the office apps start
fine.

When logged on as user with no admin priv. I get a windows
installer window, "gathering information", then the 1706
error message. I have tried this with the original Office
2000 CD in the CDROM drive, and with the SP2 CD in the
CDROM drive, but always get the same msg. After three
tries, the app opens. Next time I try to open the same
app, same error message.
