Error 1706

I installed Office 2000 Professional and the 3 service
packs. I can run office as administrator, but when I
create a new user it will not run.

When I log on as the new user and start Word, the
installer starts to run and I get the following error:

Error 1706: "No Valid Source Could Be Found"

Any idea how to get rid of this error? I did find
knowledge base article 299803, but it did not help much.
